CD-ROM and DVD-ROM can not read DVDs. Play a DVD or Write you need a DVD-ROM, DVD-RW or combo Drive. OS has nothing to do with it. Using software available with Win XP Pro, you can write data CDs. One thing

yopu can do is to rip DVD to DivX or Xvid Or MPEG4 movies and burn them onto CDs.

A CD burner will not burn DVDs.

Also, you can not just burn a DVD simple.
You must get software that will rip it for you to play right.
