Turn off External Hard Drive via Software?

I have an external hard disk Western Digital, which I have access to only a few times a week for backups. It has a rather noisy fan that I find boring, which is why I would like to be able to turn it off when not in use. I do not want to unplug and plug at any time.

Is there there a program that will do this for me? Maybe even just disable the USB port?

The short answer is no.

Even if you have disabled the USB port on the reader will still make noise, because the device is connected.

You have to physically turn off the noise to a standstill.

-Does not external hard drives are stopped? My JEP (can rememeber the mark) puts an icon in the taskbar (around the clock). When I want to turn it off, I right-click on the icon and a window appears that says: "Unplug or eject hardware". I follow the steps until I can turn the steering wheel with the switch on the case. In fact, I am not supposed to disconnect the drive without doing so.

I suggest you make use of a search engine to see if there is something like what I described for you JEP.
