I want to safeguard absolutley everything, including the server Win 2000 op system and its configuration. I have a tight budget which is the best?

Well, this is not really a backup solution, but you can always take a phantom image of the disc with Norton Ghost. Then you do not have to worry about software, storage, etc. You will not need a PC with a hardware configuration similar to restore the disk image of your server.
