How?
What suck:
1) Celeron (buy a Pentium)
2) Intel Graphics (no games here!)
3) No floppy drive (I know that they are obsolete, but for the $ 6 price, they can be useful)
4) Modem (if you're on hi-speed you do not need this)
5) Microsoft Works 8. DO NOT INCLUDE MS Word (Word, you need)
Everything depends on the price.

only two things .... skip the CD / DVD seems to be only for CDRW you could not burn DVD (which is far less than you want)
And I've seen anything built in WiFi (if is a laptop) or the number of USB ports and an Ethernet connection

depends on what are your attributes?
and what the price is so above ..
I do not if integrated graphics .. and the Celeron processor, I prefer Core 2 Duo or quad core ..
but it really depends on what will and using your computer if you use for general use, so I suppose that is ok a computer cheap if its

Do not under any circumstances buy a Dell computer with / without a floppy drive .. ... Why they do that is crazy. When they sell it to you, they also leave the cage assembly to save money.
Although disks are outdated, it is May when it is necessary to recover from a virus or even to start the thing. Pay the extra $ 20.00!
